This system was originally presented as a Positive Progression system like a reverse D'Alembert , where you increase by one unit when you win and decrease by one unit when you lose. Somewhere, they decided to make this a Negative Progression system instead.
Negative Progression system. When you lose, increase your bet by $10 (one unit each), and reset to the first step when you win.
